Well, the extra time may be good. Daniel Glassey, a current maintainer
and sponsor of the package mentioned to me that WOFF files should go in
/usr/share/fonts, but only with a fontconfig override such as

<!DOCTYPE fontconfig SYSTEM "fonts.dtd">
<fontconfig>
<!-- Reject annapurna woff fonts -->
 <selectfont>
  <rejectfont>
   <glob>/usr/share/fonts/woff/annapurna*</glob>
  </rejectfont>
 </selectfont>
</fontconfig>

in /etc/fonts/conf.avail/71-woff-annapurna.conf. I suspect the path
should be /etc/fonts/conf.d/, but the intent is the same.
