[Pkg-fonts-devel] Bug#929163: fonts-noto: should depends all noto font packages.

The package description states
"Use this package if you want all Noto fonts".

But if one puts "APT::Install-Recommends 0;" in /etc/apt/apt.conf,
some noto fonts, namely

fonts-noto-cjk
fonts-noto-cjk-extra
fonts-noto-color-emoji 
fonts-noto-extra
fonts-noto-mono
fonts-noto-ui-core
fonts-noto-ui-extra
fonts-noto-unhinted

are not installed. They should be depended instead of recommended.
