Just seen Vasudev's comment from the bug log.

There are three relevant commits:

1. Add GetTime function: override time(2) in case SOURCE_DATE_EPOCH is set

2. Improve GetTime function

3. Use GetTime in more places

However, as there have already been three 2019 releases (March, April, August),
updating from official release could be another choice.
