Let me try rephrase:

I will *not* split the packaging of Noto fonts to optimize specifically 
for Western society (i.e. Latin + Musical notes + emojis + math bundle).

What I will do instead is generally split more fine-grained - for all 
all users globally to be able to mix and match.
