[Pkg-fonts-devel] Bug#1050043: fonts-noto-core: Add fonts-noto-mono to Depends

Since a while Noto is the default font for latin scripts in 
fontconfig-config:

The Debian fontconfig-config package includes an alternative Depends 
list with reasonably complete base font packages, enforcing at least one 
of those packages to be installed in order to prevent a broken system. 
At my suggestion fonts-noto-core was recently prepended to that list:

However, as was pointed out in <https://bugs.debian.org/1028897#44>, I 
overlooked that fonts-noto-core does not include monospace fonts, i.e. 
it does not really qualify as a complete base font package. To address 
that issue, I suggest that fonts-noto-mono is added to Depends in 
fonts-noto-core.

An alternative solution might be to create a meta package, e.g. 
fonts-noto-base, which would depend on fonts-noto-core and 
fonts-noto-mono, and replace fonts-noto-core with fonts-noto-base in the 
Depends list of fontconfig-config. Personally I think that would be to 
overdo it, though.
