[Pkg-fonts-devel] Bug#1145025: fonts-allerta: Build the font from source (but keep shipping the built font)

In order to confirm that this font can be built with the tooling
available in main, build it from source. Hint: It cannot currently but
with vfblib (in NEW) it is possible.

Even when building from source keep shipping the font from the upstream
tarball because of the Reserved Font Name.
