The older "toml" library is slowly bitroting and on the way out.

Please coordinate with upstream to port to newer alternatives:
 - for readding: "tomllib" from the Standard Library or external "tomli" on older Python
 - for writing: "tomliw-" packaged as python3-tomli-w
