system accounts, including uid=0 (root), are filtered out by
accountsservice. So this is a non-issue.

I can't come up with a good use case, why one would want the same uid
for unprivileged users.

Why is it that all of the instruments seeking intelligent life in the
universe are pointed away from Earth?
