Bug#895614: the fontconfig error comes almost everywhere.

Dear all,

While updating/upgrading packages I hit it all the time.

/home/shirish> sudo aptitude install librsvg2-2=2.42.3-1
librsvg2-common=2.42.3-1 -y

I researched it a bit and found some old issues, may be due to path
issues as nothing in /etc/profile talks of /etc/fonts
