At my end it isn't the case as I do not get the older packages
left-over. This is/was a new install.
My /etc/fonts/conf.avail/ shows no font directories underneath.
$ fc-cache and $ fc-cache --verbose doesn't show anything but I do see
that fontconfig issue flare up every now and then .
I did see https://gitlab.freedesktop.org/fontconfig/fontconfig/commits/master
which ensures that in the future we at least will know from where the
issue is arising. The latest release which upstream has released i.e.
2.13.1 should give us more info. provided somebody does an NMU upload
of the patch shared in #906380 and we should be ready for the new
release from upstream
I am hopeful both of these get in before freeze is in place
