The package description says:

 Note that power-profiles-daemon does not save the currently active
 profile across system restarts and will always start with the "balanced"
 profile selected.

However, I believe this paragraph can now be removed as of 0.9. From
https://gitlab.freedesktop.org/hadess/power-profiles-daemon/-/blob/e83b4556bfd6a42fb9d969b8c5931dc8fc6de581/NEWS#L51
:

- Finally, the last used profile is now remembered across reboots.

Perhaps the upstream README.md can also be included in
/usr/share/doc/power-profiles-daemon, as it contains some useful
information.
