Bug#1014545: Update fontconfig to 2.14.1

Control: retitle -1 please update fontconfig to 2.14.1

Indeed, upstream has already released fontconfig 2.14.1 in October 2022.

The reason why the Debian/watch file for the Debian package doesn't catch this is that it searches for release tarballs with ".bz2" extension, whereas upstream has switched to ".xz" compression since the 2.13.91 release.
