There's one thing you could add to automatically fill in
debian/changelog with the new version and then you wouldn't have the
upstream changes when you run `gbp dch` (by default it only looks at
git commits since debian/changelog was last committed):

That means it's easiest to run `gbp dch` and git commit before you
import a new upstream version if you've made any packaging changes
since the last time you updated debian/changelog.
