The packages writes a plugin into public lib directory instead of the
specific sub-directory.  I already see plugins in
/usr/lib/x86_64-linux-gnu/nss/.

O: libnsspem: shlib-without-versioned-soname usr/lib/x86_64-linux-gnu/libnsspem.so libnsspem.so
N: this is a module for libcurl-nss, not a library that others link to
O: libnsspem: package-must-activate-ldconfig-trigger usr/lib/x86_64-linux-gnu/libnsspem.so

Also the package name is for a library, which this is clearly not.
nss-plugin-pem sounds more appropriate.
