Well, in fact these tools should be in python3-lib389, I just hadn't
noticed them when packaging 1.4.0.x, and they got automatically added to
389-ds-base because the .install pulls everything in usr/sbin.

also, to get the manpages for the new utils argparse-manpage needs to
get out of NEW...
