[Pkg-freeipa-devel] Bug#909803: freeipa-client: depends chrony should be downgraded to recommends

freeipa client does not technically require chrony (or, previously, ntp). The
ipa-client-install routine provides an option to not configure NTP, and the
ipa docs instruct that this option should be used if the administrator wants
to use a different NTP configuration. Therefore, the debian freeipa-client
should not depend on chrony. In particular, the current dependency will
potentially rip out a working ntp config and replace it with a potentially
non-working chrony config, for no benefit. Downgrading the dependency to a
recommends would still cover the common case, but permit more flexibility for
other cases.
