OpenJDK8 got removed, and Dogtag doesn't support JDK11 (yet), so it had
to be removed as well along with freeipa-server. JDK8 is back in eoan
but will probably be removed again before 19.10 is released, we'll see.
ppa:freeipa/staging has the worst bugs fixed for dogtag & freeipa in
bionic, I'm not sure when I have time to backport those for
bionic-updates but that's still a plan.
