Looks like the the commit that added bind9-dev back in 1:9.16.2-2 is 
missing from 9.17, and the common base for the branches is 1:9.16.1-1 so 
there might be other changes missing, not to mention the changelog 
history from 1:9.16.1-2..1:9.16.21-1 is lost from the new version..

I'd have assumed that reverse build-depends are checked before migration 
to testing?
