[Pkg-freeradius-maintainers] Bug#845841: Bug#845841: freeradius: switch to build depend on the metapackage default-libmysqlclient-dev

We already build-depend on default-libmysqlclient-dev since
https://anonscm.debian.org/cgit/pkg-freeradius/freeradius.git/commit/?id=433347af786d51a095a0262f6665bb9caa419e33

I’m guessing you looked at a different version of the package? If not, is
the optional dependency an issue? We use that because the packaging is also
used by downstream distributions which need some more time to make the
switch.
