[Pkg-freeradius-maintainers] Bug#940608: freeradius: init script also requires extra argument to start-stop-daemon

I guess some changes were made to the common init script handling
functions to make them safer, and freeradius didn't catch up.

'reload' doesn't work either, as start-stop-daemon seems to check
ownership, and complains if it's not root.  Adding "--user freerad" fixes.
