freeradius-utils: add wtmpdb needed for radlast

radlast is a wrapper around the 'last' command, so 'last' needs to be
installed.

/usr/bin/last used to be provided by util-linux, however it was dropped
in 2.40.1-3 (29 May 2024). It is now provided by the package wtmpdb.
