Revert "freeradius-utils: add wtmpdb needed for radlast"

The "last" implementation in wtmpdb only supports the new Y2038 safe
format, while FreeRADIUS only supports writing the old one. While
we have no better solution available, pulling in wtmpdb certainly
is not helping.
