Not exactly.  An upload is considered an NMU (non-maintainer upload) when the
name in debian/changelog is not in the control file under Maintainer: or
Uploaders:.  Anyone can upload it without problems, as long as it is signed
by a key from the Debian keyring (that is, by a DD).  In fact, none of my
sponsors are in the Uploaders field of the packages.  That would only make
sense if they are doing uploads themselves (that is, they make the package and
write the changelog entry for it, as opposed to they check the package and
build, sign and upload it).
