It will not enter fmod

mtp-target is under the GNU GPL so it can't be linked with a non free license.

There is an important license conflic here.

This document say that fmod is optional. Maybe a package without a fmod 
dependence can be create if others libs are compatible with Debian Free 
Software Guidelines.
