I don't see why it should be separated (as in separated wikis). It
really makes a _lot_ of sense that the developer information to be
accessible (users might suggest games that should be in Debian - see
http://wiki.debian.org/ProspectiveGamesInDebian).

I think that developer info can stay in the svn repo in a doc/
directory. In this way, users will not alter the valuable information
and somebody starting on developing will find all the needed info in
the repository.

I would suggest svn documentation (is accessible through the web
interface if svn to the users/non-members) and pages like
http://wiki.debian.org/ProspectiveGamesInDebian and
http://wiki.debian.org/QualityGamesUnsuitableForDebian in the wiki.
