When there's a new upstream version you download it from the upstream
web site. When doing an update you get the source from svn. I don't see
where keeping tarballs on alioth comes into it.

Which is a good reason not to do it that way. Not keeping all files in
svn is a false optimistion, you're trading exceedingly cheap (and
efficiently used) disk space for time and compexity.
