The problem with untagged repos is that a lot of garbage gets submitted. For 
example, many (free) desktop icons are included, although they're already 
present in desktop icon collections.

To encourage school projects to FLOSS-licence their work (code and artwork) is 
a very good idea, for there are many non-programmers working on such 
projects, who tend to have good graphics skills.
