I played Craft on my first Linux install, and I liked it, but it seriously 
doesn't match today's free RTS engines.
Both Freecraft and Stratagus are scriptable and can be turned into game 
personalities depending on these scripts and the data sets.

Freecraft is dead, but unfortunately Aleona's Tales (the port of the Freecraft 
FCMP default personality to Stratagus) is not working at the moment, that's 
why I still keep Freecraft installed.
For creating RTS games, Stratagus is really the most powerful choice. Both BOS 
and Magnant are nice personalities for it, and Battle for Mandicor seems to 
be the 3rd one, although I never played this one personally.
(Looking at the screenshots, I'm hoping for it to become like FCMP/Aleona.)

For users, Widelands also provides RTS gaming with construction elements. The 
only other game in that category I knew was FreeCNC, but the project ceased 
to be maintained earlier this year, and never had a free graphics set.

Other RTS games like Netpanzer do not have construction elements.
