License for our prepare scripts and new generic prepare script

Hello

Since we made a set of prepare scripts that are accessible to
everybody, I thought it would be good to have a copyright file in the
/scripts directory.

Since the scripts are quite easy to write I said they are public
domain, but if anybody objects, please say so, so we can agree on this
point.

Note that I plan this weekend to make a prepare script that should
work for all of our packages[1]. AFAIR Goneri was intending to do
somethign about this, so Goneri please say your opinion about the
"specs"[1] for the prepare script.
