It might also be worth comparing to LinCity(-NG). This is what most players on 
Debian know these days. I'm not sure the reference to SimCity 4 is that good 
on the other hand. First of all, there were many SimCities (each with a 
unique fan base), and second the "forget it" sounds a bit rude for a package 
description. The "Max*s" even sounds childish, just like "M$".
Also, beginners will not know what RCI zones are.

How about:
OpenCity is 3D city construction simulator. You can build some zones of 
housing, trading and industry, electric plant and roads. Besides you can also 
raise or lower the terrain.
OpenCity is similar in spirit to other city construction games, heading 
towards a classic SimCity feeling, although with some additional features.

Now, as for Lincity-NG, I wanted to propose adding this to the text itself, 
but I'm thinking about support in the packaging itself. It would maybe 
require additions to the dpkg format, but a "related-package:" field would 
certainly be nice to have. Such a feature is popular on freshmeat, on 
commercial websites etc., and it would increase the software packaging 
integration level, without having to hamper with the individual packages' 
descriptions themselves.

(The poor man's variant of this would be using virtual packages, aka provides: 
city-simulator-game)

Right now debian-games consists mainly of adding packages upon packages, but 
maybe this idea of "higher integration" will find some proponents.
