Maybe 'svn-buildpackage' does not include the patches? All the files in
'warzone2100' directory (including '.pc') are required, not only stuff
under 'debian'.

I did not have a chance to investigate 'svn-buildpackage' because of
lack of time, so I will not be very helpful, I am afraid.
