how to put a new version in unstable/testing ?

Hello everybody

I would like to update the lincity-ng game with the 1.1.0 release
(instead of 1.0.3) but i'm a bit lost in debian site.
Afaik, all the bugs reported against 1.0.3 (sarge+etch) are fixed,
and no big changes have been done so it should be rather easy to do.
