Bug#406351: teg: Teg deals two identical country cards & then refuses to exchange them

Hi

At a certain moment during my game, teg dealt a duplicate country card.
(a second 'Argentina' card). Subsequently, when time had come to exchange
cards (I had 5), it suggested 4 instead of 3 cards (2 argentina, a cannon
and a horse). Clicking 'exchange' results in a complaint that 3 cards must
be selected, not 4. However, selecting 3 cards and clicking 'exchange'
did not result in any action.
The net effect was that I was unable for the remainder of the game to
exchange any cards.
