new GNUstep release

Hi everyone,

I'm going to be too busy in the next month or so to do anything on the
GNUstep transition.  So I'll probably try to do the transition in early
September.  Please work on adapting your packages to the new GNUstep
library (and the new gnustep-make package), so that it's ready in
September, so that we can make a smooth transition.
