Reading further, it seems you've made a slight mistake - the data files 
are being *dual licensed* under both the GPL and Creative Commons - the 
initial article I read said this was the case so that people who'd made 
modifications before could continue licensing them as Creative Commons 
if they wished...therefore it seems the whole thing can be made free 
(yay!) - see http://www.aegidian.org/bb/viewtopic.php?t=3075 again, the 
programmers clarify the dual licensing in various posts.
