Bug#413168: Upstream may want this, but we shouldn't

Actually, I think upstream probably wants to have this as default, so
that people will at least see it once (and then turn it off).

However, I think Debian users may expect of maintainers to disable such
"commercials" (even though they're just asking for help), and so I
suggest we change the default even if upstream doesn't agree.
