Bug#450944: freecol: Does not respect LC_MESSAGES

I have:

LANG=fr_LU.UTF-8
LC_MESSAGES=en_GB.UTF-8
LC_ALL unset

but when I first start it, freecol shows menus in French. It should
follow LC_MESSAGES for that, and use (British) English.
