Bug#497076: freecol: language setting is not preserved

Maybe we are doing something differently since the settings are not
preserved here. If I continue with

7) save settings and quit

8) start freecol

I will see all texts in Finnish again. So, every time I want to change
some options I need to also change language back to english or it will
change automatically to finnish on next startup.
