This practically means they are not editable with a free editor.  AFAIK
that is not considered a freeness problem, so it doesn't mean it would
need to go to contrib for it (except if the data would need to be
handled at build time, so the editor becomes a technical
build-dependency).  It is of course sub-optimal.

Do you think upstream cares about this?  Would they be willing to
convert the images in a lossless way to some other format (probably svg
if it contains vectors)?  They might even agree to use the converted
images as their own source, but that mostly depends on what they do with
them, and how well Photoshop can read svg.
