Just to keep you informed about the status about this problem:

   1. xteddy is dead upstream and I do not see any chance that
      somebody will fix the bug.
   2. there is a program called cteddy
       http://cteddy.mangobrain.co.uk/
      (_C_omposition teddy) which works with Gtk+ >= 2.1 and
      might replace xteddy.  I actually have some packaging stuff on
      my local hard disk.  Unfortunately there are some problems
      with window managers which do not use composition.  I try
      to sort out this with the author

In short xteddy can go away at any team release team feels a need
for removal.  There is some hope for a replacement of cteddy
(and I actually setted Provides/Conflicts/Replaces: xteddy for
my local cteddy package.
