Bug#530473: Needs update for new Boost

Justification: no longer builds from source

Due to the recently-introduced package boost-defaults [1], the
unversioned Boost -dev packages changed from Boost version 1.34.1 to
version 1.38.0.

You package now fails to build due to that change.  Here's an
excerpt from the build log:
