Bug#568990: planetpenguin-racer-extras: Outdated; needs restructured and updated to be usefull

Hi!

As planetpenguin-racer got removed and replaced by etracer this package is
quite useless in its current form.

One need to at least change the install path and transfer the course info
files into the new format (AFAIK the old tcl files won't do it anymore) and
check which courses are already shipped upstream.

I have also one or two courses "on hold" I would like to add.
