Bug#554411: freeciv: FTBFS with binutils-gold

A patch has been committed upstream which is intended to deal with this
(as of r17431), but we haven't actually checked that it helps with
building with binutils-gold, and I was unable to reproduce the original
problem by adding -Wl,--no-add-needed to the linker command line.
Perhaps the original reporter could check that the fix has actually
helped.
