game-data-packager (>= 23) produces it from non-distributable data,
as mentioned in the package description. The data in question:
* pak0.pk3: from a Quake III CD, very non-distributable
* pak1.pk3 to pak8.pk3: from the last available patch (which might be
distributable in non-free if we're lucky, I haven't checked)
If you don't like the way it's set up here, other possibilities include:
* quake3 Depends: quake3-data | game-data-packager; patch the launcher script
to give up (and hint how to use game-data-packager) unless we have pak0.pk3
* investigate whether the demo is distributable enough for non-free,
quake3 Depends: quake3-data | quake3-demo (but the demo isn't compatible
and you can't switch between the two data sets at runtime - so if we
package it at all I'd prefer it to be its own package/launcher script,
really)
