OK, I tried out the following WebKit browsers:

  * epiphany-browser
  * surf
  * arora
  * midori
  * rekonq
  * uzbl

The only one which seems to have a feature that is very similar to
Galeon's automatic scroll is Rekonq.
I don't know whether it is implemented in the browser proper, or in
some library (Qt, maybe?).

Sorry, I am not an English native speaker and my dictionaries
failed to help me in understanding your parenthetical sentence...
Could you clarify what you mean by "when the ubiquitous tuits come" ?
Is that some sort of idiom?
