License for history.dat file

I've put a statement in debian/copyright based on Alexis' response
to my inquiry on the subject (see below).

I guess we could consider it even more FSF compliant, anyway
I put it under the same licence of MAME as it makes no sense to
distribute the history.dat file alone. ;)
