Debian PTS Jargon

Hello
I have problems understanding the "testing migration" part of
http://packages.qa.debian.org/m/mess.html.

I understand it as such:

as soon the package manages to get a slot on the mipsel buildd, and
hopefully sucessfully builds, the package should enter testing.

Am I right ?

PS: I am working right now on Mess-0146-2 and Mame-0146-2 to fix the
segfault on i386/arm.
