Bug#675929: irrlicht: missing symbols/shlibs file breaks programs that b-d on irrlicht

No, if irrlicht changes soname, it must change the package name for the
library (Policy 8.1).  The shlibs/symbols is only for new symbols that
require a minimum version of the library.
