Branch for mame 0.146, please don't upload to mess

Hello all !
I have created in the git repo a branch called debian/0.146 where I have
the put the fixes with lead to the releases 0.146-3 and 0.146-4 (needed
for RC bugfixes)
I will merge this branch with the master branch when I can.

Concerning mess, I will now prepare the coming weeks a 0.146-3 release
this time in master, to fix #685470 and #689718

Please don't upload anything right for mess, IIRC the debian ftpmasters
don't want changes in the archive during the freeze for stuff which is
not related to bug fixing.

@cesare: what is the general state of mame 0.147 ? Do you know if the
fixes that we introduced for 0.146 (-O2, start fullscreen) are still
required ?
