What graphics hardware is this on?

Does this go away if you downgrade ioquake3 to an earlier version?

Does this go away if you downgrade Mesa to an earlier version? What
about other related packages (e.g. libdrm*)?

Are you running OpenArena full-screen or windowed? What resolution?

If you run it from a terminal, do you get any warnings or other
interesting output?

This is presumably with flares off.
